Union budget 2012-13 to be presented post five state assembly polls

India’s annual budget for 2012-13 has been postponed due to assembly elections in five states viz., Uttar Pradesh, Punjab, Uttarakhand, Goa and Manipur. The Union Finance Minister Pranab Mukherjee opined that the union budget for 2012-13 will have to be presented after the assembly election in the five poll- bound states concludes. This will be second time that the Budget will not be presented on the last day of February.

Postponing the budget by a few days is not considered to be against constitutionally-established norms In the event of postponement of union budget announcement government announces a vote-on-account which enables it to spend until a full budget is presented in Parliament and a full budget is presented only after a new Lok Sabha is constituted.

Though the time for presenting the budget has not been worked out yet but Mukherjee was certain that annual budget will not be presented on the last working day of February, which is the usual norm every year. This year being a leap year, it was to be presented on February 29 but the budget is now expected to be presented in mid March. Fresh dates for the presentation of the Economic Survey and the Railway Budget will also be decided soon.

According to the schedule worked out by the Election Commission, a seven-phase election will be conducted in Uttar Pradesh from February 4 to 28, while assembly polls in Punjab on January 30, Uttarkhand on January 30, Manipur on January 28 and Goa on March 3 would be held in a single phase. Counting of votes will begin on March 4 and the election process will be completed by March 9.

Through his annual pre-budget meetings, which are scheduled to start from January 11, the finance minister is likely to hold brainstorming sessions with various stakeholders over the next ten days to get feedback and inputs for incorporating them in Budget 2012-13. Mukherjee is likely to meet agriculturalists, representatives, industry captains, economists followed by a series of interactions with sectoral experts.
