Telecom spectrum auction to be concluded by February 28, 2015: Telecom Commission

An inter-ministerial panel telecom commission, formed to work on modalities of spectrum auction, has decided to conclude proposed telecom spectrum auction by February 28, 2015. The panel which has suggested starting bidding for rounds from February 3, would auction three sets of spectrum band - 800 Mhz, used for code division multiple access (CDMA) services, 900 Mhz and 1800 Mhz, used for Global System for Mobile (GSM)-based mobile services by leading companies like Airtel, Vodafone and Idea Cellular. The government by the sale of these spectrum is looking at raising a sum of around Rs 9355 crore.

Government has put up for sale radiowaves in 900 Mhz, since the existing telecom operators, -- Airtel, Vodafone, Idea Cellular and Reliance Communication’ licences are set to expire in 2015-16. In the 900 Mhz band, about 184 Mhz of spectrum is likely to be auctioned, while In 1800 Mhz, the government has proposed to auction 104 Mhz of spectrum which includes spectrum held by licences that are expiring in 2015-16 and unsold airwaves in February 2014 auction.

With this, Department of Telecom (DoT) has over 130 days to meet the deadline decided by the panel. Earlier, the department concluded February 2014 auction in about 65 days time from the date Cabinet decided on base price of spectrum for the auction. Telecom regulator, TRAI has recommended a price of Rs 2138 crore per Mhz for the 1800 Mhz band and has suggested a price of Rs 3004 crore per Mhz for the premium 900 Mhz band.
