Shortage of spectrum can jeopardize Digital India programme: GSMA

Global telecom body GSMA, in open letter to the telecom Minister, asked the DoT to release more spectrum for the next round of auction and highlighted that shortage of airwaves was a threat to the success of government's Digital India programme as mobile broadband was critical input for this mission. It emphasized that ubiquitous mobile communications and broadband services would not turn into a reality without the availability of sufficient spectrum and pointed that it was in this context, current plans to auction spectrum could have severe consequences for India.

Additionally, the global telecom body also supported recommendation of telecom regulator TRAI of putting airwaves from other frequency bands for auction. It pointed that most of the airwaves that would be auctioned next year were currently held by Airtel, Vodafone, Idea Cellular and Reliance Communication through their various permits, mostly in 900 MHz and 1800 MHz band were set to expire in 2015-16.

It, however, warned that failure of these telecom players to retain their currently used spectrum could not only jeopardise existing investments, but seriously threaten the continuity of the services provided to citizens across the country.

Further, GSMA, on behalf of its member operators, expressed concern about the Government's intention to conduct an auction next year in an environment of severe spectrum shortage. It suggested that next round of auction could only be conducted after adequate spectrum was made available in all key 800, 900, 1800 and 2100MHz frequencies.
