Under new Mining Policy, licenses can be sold for extraction: G Srinivas

To promote the scope of exploration of untapped minerals and mines, government will allow the licensee to transfer or sell their licenses to others for extraction of minerals. G Srinivas, Joint Secretary (Minerals and Regulation) of the Government of India said that under the proposed new Mining Policy, mining licenses can be sold to another party for extraction. Under the present norms licensee are not allowed to sell or transfer their licenses to others for extraction of minerals. 

At event organized by the Confederation of Indian Industry (CII), G Srinivas said that the move is aimed at expanding the scope of discovering minerals and mines that are still lying unexplored in the country. The Government is keen on expanding the scope of exploration. Under the new regulations, one can get a license to explore an area for locating mines and minerals and on finding their target, they (licensee) can sell the license for extracting the minerals, G Srinivas added.

G Srinivas said the new bill on Mines and Minerals Development and Regulation, which is likely to be introduced in the Parliament shortly, is expected to attract more number of players into the sector. According to him, only 2-3 % of country’s mining potential has been tapped so for and sector’s contribution to the GDP is around 1%, whereas it is around 7-8 % in advance counties.

G Srinivas accepted that there are several issues such as land acquisition, that are to be addressed and said, the state governments will have to spend a part of royalty they receive from the mining companies on the development of the areas, where mining takes place. 'Similarly, railways get about 50 per cent of their revenue from transportation of coal and iron ore. If they can spend a part of that on improving the quality of railway lines, the logistics problems would be solved,' G Srinivas added. He also said they are working out on a system in which a lime limit will be introduced for granting licenses. One can approach a tribunal for grievance redressal.
