The government plans to reduce subsidies on fertilizers given its adverse effects on soil, and plans to divert those funds towards encouraging the use of organic manures, bio-fertilisers, green manures and promotion of organic farming.

As per the Agriculture Minister, Sharad Pawar fertilizers have played their role of bringing in the green revolution post independence but now need to be discouraged as their high use is affecting productivity. Excessive use of fertilisers in Punjab, Haryana and Western Uttar Pradesh have made the soil redundant for growing paddy and farmers of these states are now being encouraged to sow pulses, oilseeds and wheat. Paddy production is now being diverted to the eastern states.

The government is also considering a change in the subsidy policy wherein subsidies will be provided for the use of more natural and balanced fertilizers like manure. To ensure increased availability of compost and bio-fertilisers, assistance it is also being planned for setting up of mechanised compost plants from vegetable and fruit waste.
