No more subsidized LPG for people with income of Rs 6 lakh p.a: Parliamentary Panel

The Parliamentary standing committee on Petroleum and Natural Gas has suggested that government should end subsidies on domestic cooking gas (LPG) for people with income more than Rs 6 lakh per annum. This recommendation is put-forward to reduce the losses incurred by government due to sale of fuel at subsidized rates.

Presently, a 14 kg LPG cylinder, actual market price Rs 642.35, costs around Rs 395.35 in Delhi; which induces loss of Rs 247 per bottle. If government accepts the standing committee’s recommendation then people with more than Rs 6 lakh income would have to pay actual market price for every cylinder of LPG.

The committee on Petroleum and Natural Gas said “to offset the huge losses made on account of subsidized domestic LPG cylinders, the Government may consider to do away with providing subsidized LPG to rich and affluent people having an income of more than Rs 6 lakh per annum”. The committee believes that a more effective way to cut subsidy outgo will be to completely stop selling subsidized LPG cylinder to the rich.

The committee also suggested that this decision should include those who are on constitutional posts, public representatives such as MPs, MLAs/MLCs. 'The committee are of the firm opinion that such an initiative by the government will help to expand its subsidized LPG distribution to the rural people who are more in the need of this clean fuel,” the committee report, tabled in Parliament, said.

Government is also considering the proposal to limit supply of subsidized domestic LPG cylinders to four per household in a year.

The standing committee also has recommended that the oil ministry pursue early clearance of the scheme for providing free LPG connections to all eligible BPL families. 'The scheme (should) be extended for the next Five Year Plan till all eligible BPL families are covered under the scheme', the panel said.

Earlier, an Empowered Group of Ministers (EGoM) headed by Finance Minister Pranab Mukherjee was scheduled to meet on 12 July to mull over the limiting supply of subsidized LPG cylinder for four person per family, however, meet was delayed.

The standing committee, in the report, also suggested to limit the subsidies LPG supply to only for those who either owed a car, a two wheeler, a house or figure in income-tax list.
