In the wake of two successive power grid failures, which had affected over 600 million people in the country, the government has proposed to give more autonomy to the state regulators through an amendment in the Electricity Act, which is likely to be tabled in the winter session of Parliament.
The Ministry besides appointing a Task Force, headed by Chairman CEA (Central Electricity Authority), has also asked state regulators to work on the proposed amendment. The appointed task Force, which would be consulting various stakeholders for the matter, is expected to be ready with the report within two months.
Meanwhile, feeling the need to provide more teeth to the State Electricity Regulatory Commissions (SERCs), Power Minister, Veerappa Moily, after meeting the state electricity regulatory authorities has proposed that the orders of the state regulators should be treated as 'civil decree' which can be enforced by law.
The power minister has urged the state regulators to put in place some tough governance and reforms for the greater functioning of the state electricity board. Moily, who is keen on framing on system which conducts performance appraisal of the state regulators, also added that, “If you want 10 per cent overall growth, you need 9 per cent growth in the power sector and that is why we need a strong and enlightened regulator”.
