Amid strong indifferences between Health Ministry and Planning Commission over the thrust and formulation of the health policy in the 12th plan, the Prime Minister Manmohan Singh has urged Ghulam Nabi Azad and Montek Singh Ahluwalia to sort out the disagreements between them before the plan document is sent for Cabinet approval.

The Planning Commission’s proposal to ‘corporatize healthcare’ has been strongly opposed by the health ministry, while the plan panel pointed out that the privatization of healthcare will inculcate competition between the public health services and private care providers. The health ministry also differentiated against the proposal to remunerate designated hospitals in accordance with number of patients attended.

The plan panel also expressed its disagreement to the ministry's insistence to have two separate rural and urban health missions, while emphasized significance of having single National Health Mission. The commission also pointed out that the quibbling takes away from the essential aspects of health policy such as delivery and access.
