Plan panel optimistic of 2% decline in poverty during 2011-12

With a ray of optimism on developmental strategies of the centre, the Planning Commission has indicated that the initial estimates are pointing about 2% decline in the poverty incidences during 2011-12, the terminal year of the 11th Five Year Plan.

Deputy Chairman of Planning Commission Montek Singh Ahluwalia, stated that the rate of decline in poverty has doubled in 2009-10, with 1.5 % dip each year during the 11th Plan period, as per the preliminary indications, even though it was below the annual target of 2%.During, 1993-94 to 2004-05, the poverty had come down by 0.76% annually, confirming that the poverty level is declining.

As per the Planning Commission’s report released earlier in the year, the all India poverty head count ratio (HCR) had reduced by 7.3 % points from 37.2 % in 2004-05 to about 29.8% in 2009-10. It also reported that, during the period, rural poverty dipped by 8% from 41.8% to 33.8 % and poverty in urban region by 4.8%, from 25.7% to 20.9%.

The poverty in rural areas has declined at a faster pace than in urban cities between 2004-05 and 2009-10. During 2009-10, the total number of poor in the country was estimated at 34.47 crore as against 40.72 crore in 2004-05.
