Parliament adjourns on first day of winter session

Uproar in both Houses led to the adjournment of proceedings on the first day of Winter Session, over the issues of FDI in retail and reservation to SCs/STs in promotions. In a bid to break the political deadlock, the government had called for an all-party meeting on Nov 21, to chalk out an agenda for Parliament's smooth functioning during the winter session, since earlier monsoon session of Parliament was a near washout with 13 out the 20 working days being wasted due to disruptions and adjournments.

The government has listed 25 Bills for the session, including important ones like pension reforms, hike in FDI in the insurance sector and the Lokpal Bill among others.  The BJP-led NDA and the Left demanded for a discussion on FDI in retail under a rule that allows voting. Leader of the Opposition Sushma Swaraj also demanded for house debate over the issue of FDI in retail under Rule 184 which allows voting.

Further, Opposition has also lined up issues like hike in fuel prices, cap on LPG cylinders, the overall economic situation, distress of farmers, corruption and the alleged coal block allocation scam to attack the government. Earlier, when the House met for the day, it witnessed turmoil soon after it mourned the death of Bal Thackeray and former members including former Defence Minister KC Pant and the loss of life in cyclones in the US and Tamil Nadu and during Chhat Puja in Patna.

Further, the no-confidence motion moved by Trinamool Congress over FDI was disallowed in Lok Sabha. Trinamool's move was supported only by BJD and lacked requisite numbers.
