DoT to take measures to reduce asymmetric information about the spectrum

Following the concern raised by the ministry of finance, the Department of Telecommunications (DoT) is mulling to start measures to reduce asymmetric information about the spectrum in the market and to provide a roadmap for spectrum availability. Recently, the ministry of finance has asked for the rationalization of future allocation for license fees.

The Communications and IT Minister Kapil Sibal  in a note send to the ministry of finance has said that however, the government does not have any control over the price determined in the auction of spectrum except in determining the reserved price.  The high fees realised in last year’s auction was an outcome of a transparent market based process, in which service providers participated voluntarily and entered bids based on their perception of the value of the spectrum,” Sibal said.

Because of the volume of the spectrum license fee in the recent auction, the ministry of finance expressing its concern had asked for rationalization of the future allocation for license fee. In reply to this, the Communications Minister said that spectrum allocation through a market-based mechanism, is a “rational and balanced” approach for price discovery, subject to availability of adequate information on quantity over a specified period of time.The New Telecom policy 2011 and the Spectrum Act are expected to address these concerns.

The DoT has taken many steps to simplify its procedures, fast decision making process and business friendly environment. In order to do so, the department is considering including unification of all licenses granted by DoT. It is also considering to delinking of spectrum from license and review of norms for intra-service/area merger of access service licenses.
