Govt set ups Tax Administration Reform Commission under Parthasarathy Shome

The government has set up a Tax Administration Reform Commission (TARC) under Parthasarathy Shome, adviser to the Finance Minister for an 18 months term. TARC will suggest reforms in tax administration aimed at widening the tax base and tax payers. The Commission will also have Y G Parande and Sunita Kaila as full-time members, M K Zutshi, S S N Moorhty, M R Diwakar and S Mahalingam as part-time members.

The commission, besides reviewing the existing mechanism, is expected to recommend a system to enforce better tax compliance - by size, segment and nature of taxes and taxpayers, that covers methods to encourage voluntary tax compliance. Further, TARC would recommend measures to strengthen inter-agency information sharing between CBDT, CBEC, FIU, Enforcement Directorate, and also with the banking and financial sector. It is also expected to look at mechanism for grievance redressal, timely disbursal of tax refunds and duty drawbacks.

While, Finance Minister P Chidambaram in his Budget speech for 2013-14 had announced the government's intent of setting up the commission, it is only earlier this month that the Cabinet had approved setting up of TARC.
