India willing to resolve grievances over civil nuclear liability issues, but within law: PM

Affirming a clear path in Indo-US nuclear tie-up Prime Minister Manmohan Singh told US President Barack Obama that India is willing to discuss specific grievances of American companies over civil nuclear liability issues, but within the ambit of law. Singh and Obama discussed these issues during an hour-long meeting on the sidelines of an Asian summit in Bali.

'I explained to President Obama that we have a law in place and the rules have been formulated. These will lie in Parliament for 30 days. Therefore, we have gone some way to respond to concerns of American companies and within the four corners of the law of the land, we are willing to address any specific grievances,' Singh said.

In 2005, India and US had signed a civil-nuclear agreement setting road for American companies to export nuclear material and equipment to India. However, in 2010 an act was passed by Indian Parliament binding companies to pay compensation without monetary limit in the event of a nuclear accident, also, citizens can claim any amount from the company even after several years of accident, which has dissuaded US firms from engaging with India.
