Rajya Sabha (RS) proceedings were briefly adjourned for 10 minutes after it was noted that no Cabinet Minister was present in the House.
When the House resumed proceedings after paying tribute to the martyrs of the December 13, 2001, Parliament attack, all cabinet ministers were absent. Calling it a breach of parliamentary convention and ‘an insult to the institution,’ Congress and allied MPs demanded an immediate halt to proceedings.
Chairman CP Radhakrishnan attempted to manage the situation, instructing a junior minister to summon a Cabinet member, but with no minister arriving even after several minutes, the House was forced to adjourn briefly.
When the House met after the brief adjournment, Parliamentary Affairs Minister Kiren Rijiju expressed regret for their absence, explaining that he had to go to the Lok Sabha to pay tribute to the deceased former Speaker and former Home Minister Shivraj Patil. Leader of the House J P Nadda had questions marked in his name in the Lower House, and so he too was away, Rijiju said, explaining the absence of ministers.
Congress leader Pramod Tiwari said that Shivraj Patil had also been a member of the Rajya Sabha, so tributes should be paid there as well. Rijiju said that since the unfortunate death happened a while back, the Secretariat is taking time. ‘It will be duly condoled in this House also.’ Apart from Rijiju and Nadda, Finance Minister Nirmala Sitharaman was among the ministers present in the House when it reassembled.
