Team Anna’s insistence of including lower bureaucracy and CBI’s investigation wing in the draft Lokpal Bill has been ushered out by Parliamentary Standing Committee. The social crusaders team has expressed disappointment over the exclusion, also opposed bringing private NGOs and media under its ambit, as it will lead to confusion.

'When Anna ended his fast, Parliament agreed to a resolution that stated clearly on lower bureaucracy and Citizen's Charter. We just hope that resolution is respected,' Arvind Kejriwal said. He said other laws are needed to be strengthened to deal with corruption in media and NGOs as bringing a huge number of NGOs under it 'would make things confusing'.

According to Team Anna, Group C and D employees are responsible for a lot of corruption which directly affects the common man and their exclusion will render Lokpal meaningless.

On November 28, 2011, Hazare had warned ruling government that if the Parliamentary standing committee doesn't accept their proposals on the Jan Lokpal bill, the team will agitate at Jantar Mantar in Delhi from December 11; however, as yet no such protest has been announced by the social meliorist or his team members.
