About Bongaigaon Refinery & Petrochemicals Ltd

Bongaigaon Refinery & Petrochemicals Limited (BRPL) now a part of Indian Oil Corporation (IOC) was incorporated on February 20, 1974 as Government Company under the administrative control of the Ministry of Petroleum and Natural Gas, Government of India. The Government of India was holding the entire equity share capital of the Company till 1990-91. During the period 1991-92 to 2000-01, Government of India had disinvested its entire shareholding in BRPL in five phases. The last phase of disinvestment (74.46 %) was in favour of Indian Oil Corporation Limited (IndianOil), a fortune- 500 Company. Consequently, BRPL became a subsidiary of IndianOil with effect from 29th March 2001.

With an investment of about Rs 1023 crore in the Refinery and Petrochemicals plants, BRPL has the unique distinction of being the first indigenous grass root Refinery in the country integrated with a Petrochemical complex at one location.

At present, the Refinery is processing crude oil available from the oil fields of ONGC and OIL located in the North-East India and Ravva crude oil from the Krishna-Godavari basin off the coast of Andhra Pradesh. The North-East crude oil is received through a 750 km long pipeline of OIL originating at Duliajan. Ravva crude oil is shipped to Haldia port from where it is pumped to Barauni through Haldia-Barauni Crude Pipeline (HBCPL) of IndianOil. From Barauni, it is pumped to Bongaigaon through OIL's crude pipeline. At present BRPL has a total Refining capacity of 2.35 MMTPA.

A scheme of amalgamation of BRPL with Indian Oil Corporation Ltd. (IndianOil) was sanctioned by the Ministry of Corporate Affairs under Section 391(2) of the Companies Act, 1956. Consequent upon filing of the Order of Amalgamation with the Registrar of Companies and the Scheme become effective on March 25, 2009.

After which BRPL, stands dissolved without the process of winding up;All the property, rights and powers of BRPL stand transferred, without further act or deed, to Indian Oil, and accordingly the same, pursuant to Section 394(2) of the Companies Act, 1956, was transferred to and vested in Indian Oil Corporation Ltd., for all the estate and interest of BRPL.

All the liabilities and duties of BRPL were transferred, without further act or deed, to Indian Oil, and accordingly, pursuant to Section 394(2) of the Companies Act, 1956, were transferred to and become the liabilities and duties of Indian Oil. All employees of BRPL become employees of Indian Oil.

In view of the aforesaid Order of Amalgamation, the name of Bongaigaon Refinery & Petrochemicals Ltd. got deleted and/or replaced by Indian Oil Corporation Ltd. (Bongaigaon Refinery) at all places wherever applicable and the Registered Office of the Amalgamated Company was changed to Indian Oil Bhavan, G-9, Ali Yavar Jung Marg, Bandra(East), Mumbai-400 051.

BRPL and its units functions as a separate Refinery under the Refineries Division of Indian Oil and are under the administrative control of Director (Refineries). All operational activities of the dissolved Company, BRPL is being carried out from the same office wherefrom such activities were being carried out prior to the aforesaid amalgamation.

The completed projects of the company include:

  • Modernization of Petrochemical Instruments (Pretreater & Reformer Units);
  • Revamping of Power Distribution System in CPP;
  • Crude Oil Import & Storage

Ongoing project

  • Diesel Quality Upgradation (DHDT): To meet Euro-III/IV quality specifications applicable from 1st April, 2010. Planned outlay for this project is about Rs. 1431 Crores. The project is targeted to be completed by October 2009.

Awards/ Achievements

  • BRPL has been declared the winner for achieving Lowest Average Frequency Rate and as runner-up for achieving Lost Time Accident Free Year under the National Safety Awards- 2006 instituted by the Ministry of Labour & Employment, Govt. of India. The award was presented by Shri Oscar Fernandes, Hon’ble Minister of State (Independent Charge) for Labour & Employment, Govt. of India on 7th October 2007 at Vigyan Bhawan, New Delhi.
  • BRPL has been awarded the “Oil & Gas Conservation Award-2007 (First Prize)” in the area of steam leaks amongst all the 17 refineries of the country. This is in recognition of the continuous efforts of the company in conservation of energy. The award was presented by Shri Murli Deora, Hon’ble Minister of Petroleum & Natural Gas, Govt. of India on 20th September 2007 during the Refinery Technology Meet at Trivandrum.
  • BRPL received the “Greentech Environment Excellence Gold Award- 2007” in Petroleum Refinery Sector for outstanding achievement in Environment Management. The award was instituted by “GREENTECH FOUNDATION”, New Delhi. The award was presented on 29th August 2007 at Goa.BRPL and its employees are proud winners of various National & Regional awards. Some of the awards won are:
  • Best Employer of Handicapped award from the President of India in 1997.
  • Best Handicapped Employee award;
  • Prime Minister's Shram Shri Award to three BRPL employees;
  • Certificate of Honour for Best Environment Management from Board for Prevention and Water Pollution, Assam;
  • Rajiv Gandhi Jathaiya Paryavaran Award (Best Pollution Control Implementation Gold Medal) in 2003;
  • Several Awards in the field of Oil Conservation, the most recent being an award in 2003 by PCRA, Ministry of Petroleum & Natural Gas (MoP&NG) for  Exemplary Work in Energy Conservation under the Large Project category;
  • Jawaharlal Nehru Centenary Award (2001-02) by MOP&NG- Second best in the improvement in Energy conservation. Awarded on 4th November, 2003 at Pune.
  • 2nd prize by MoP&NG in area of Furnace/Boiler efficiency, in OGCF 2004, conducted by Centre for High Technology.
  • 3rd prize from MoP&NG for Minimum Steam Leak among all refineries in 2005;
  • 1st prize from MoP&NG for best performance in specific energy consumption for the year 2004-05 under Group II category of refineries having NRGF less than equal to 4.0;
  • Oil Industry Safety Award by MoP&NG –Third Best overall performance amongst refineries (Group I) for the year 2002-03;
  • ‘National Safety Award’by Ministry of Labour and Employment (GOI) for outstanding performance in “Industrial Safety”on the basis of longest accident free years-presented on 17.09.2005;
  • Greentech Safety Silver Award for the year 2004-05 in Petroleum Sector;
  • Greentech Environment Excellence Gold Award for the years 2003-04 and also 2004-05 in the Petroleum Sector awarded by Greentech foundation, New Delhi.
  • NATIONAL SAFETY AWARD - For longest accident free period: 2004’
  • ‘Jawaharlal Nehru Centenary Award For Energy Performance Of Refineries For The Year 2004-05.
  • National Safety Award for 2005 for achieving “Lowest Average Frequency Rates of Accident”
