GAIL India won rights to lay a 1,550-km natural gas pipelinefrom Surat in Gujarat to Paradip in Orissa, connecting west to east coast. GAILbeat Gujarat State Petronet Ltd (GSPL) to win the right to lay the pipelinewhen oil regulator Petroleum and Natural Gas Regulatory Board (PNGRB) openedbids. The PSU bid an astonishingly low pipelinetariff of Rs 0.01 (one paisa) per million British thermal unit to bag theproject.
The aggressive bidding by GAIL followed the state-owned firmlosing bid for the previous three major pipelines - Mehsana-Bhatinda,Mallavaram-Bhopal-Bhilwara and Panipat-Jammu-Srinagar, to GSPL. The bi-directional pipeline would have a capacity totransport up to 60 million standard cubic meters per day of gas. The 36-inch pipeline would cost Rs 5,500 crore andwould be the first pipeline in the country originating and terminating at aport. The pipeline is to originate fromMora in Gujarat which is a major node/terminal of GSPL gas grid pipelinenetwork. The pipeline was to end at the Indian Oil Corp's under-construction 15million tons refinery at Paradip. Thepipeline is to pass through Jalgaon, Nagpur, Raipur and Bhubaneswar.
Liquefied natural gas (LNG) imported at the proposed Mundraterminal, Petronet LNG's Dahej terminal or Royal Dutch Shell's Hazira importfacility are possible sources of gas, which can be transported through thepipeline right up to the east coast. The pipeline will traverse 1,500 km, withthe main line and 124 km spur lines covering the states of Gujarat,Maharashtra, Chhattisgarh and Orissa. The pipeline may primarily transportimported LNG, the line would run almost parallel to Reliance's East-Westpipeline (from Kakinada in Andhra Pradesh to Baruch in Gujarat). This pipelinetransports gas from Reliance Industries' eastern offshore KG-D6 fields tocustomers on the West.
