Govt seeks parliamentary approval for Rs 34,724 crore extra grants in 2011-12

Finance Minister Pranab Mukherjee requires parliamentary approval to spend gross additional of Rs 34,724 crore or $7.85 billion for current financial year, ahead of the budget targets of around $284 billion in 2011-12. However, the government also promised that the net cash outflow of Rs 9,016 crore will not have any adverse impact on the projected fiscal deficit of 4.6% of GDP in 2011-12.

This is the first batch of supplementary demand for grants in the current financial year presented by finance minister. By demanding additional funds Finance Minister with the promise that while additional expenditure of over Rs 34,724 crore was being allotted, “there would be overall savings in other grants.”

The government is seeking extra funds in a conservative way in order to stick to its fiscal target of 4.6% of the gross domestic products in current financial year. The supplementary demand for grants includes provision around Rs 10, 612 crore for providing loans to International Monetary Fund (IMF). Around Rs 2,300 crore for Rural Development Ministry to meet the expenditure carrying out survey on Below Poverty Line (BPL), which is an important requirement for meeting the proposed National Food Security Bill. The government is also looking to get parliament’s approval for Rs 1,585.7 crore for additional equity investment in the bonus shares issued by ONGC.

Besides this, government has also asked parliament for giving around Rs 410.73 crore to make payment of ex-gratia to victims of Bhopal gas tragedy. The government has also made provision in supplementary demand of around Rs 434.6 crore to Air India towards payment of maintenance of aircraft for VVIP travel. And on the other hand it also plans to give around Rs 1,000 crore on the national clean energy fund.
