Centre rejects Yeddyuruppa's demand for Bhardwaj’s recall

The Centre has refused the Karnataka Chief Minister B S Yeddyuruppa's demand for Karnataka Governor H R Bhardwaj's recall, after the later recommended for imposition of President's rule in the state. Though the dismissal of the Bhardwaj report was received with great jubilation by the BJP, it has disappointed the Congress' Karnataka unit, which had been lobbying hard for the dismissal of the government.

Chidambaram explained the Cabinet Committee on Political Affairs’ (CCPA) rejection of the Governor's recommendation to impose President's Rule and said that “The facts (in the Governor's report) didn't enable us to come to a conclusion with regard to Article 356.” The CCPA, he added, was also “mindful” of the Supreme Court ruling on the issue, a reference to the S.R. Bommai judgment that had placed safeguards on the dismissal of a State government by the Centre. Also, Chidambaram said the facts mentioned in Bhardwaj’s report were a cause of “grave concern” but were not sufficient to enable the Cabinet Committee on Political Affairs to come to a conclusion as regards Article 356 (imposition of central rule).

Meanwhile, while thanking the Centre for rejecting the governor’s report, Yeddyurappa said that the Centre’s decision had revealed that the Governor had acted in a partisan manner.

Earlier, Karnataka Governor H R Bhardwaj had recommended president's rule in the wake of the Supreme Court (SC) reversing the Karnataka High Court's verdict upholding the speaker's decision to disqualify 11 BJP rebel legislators and five Independents ahead of a trust vote in the assembly last October. However, the BJP, earlier this month, paraded its 114 Karnataka legislators before President Pratibha Patil in a bid to prove its majority in the state assembly and also gave letters of support of some more legislators. The BJP has, including the 11 rebels-turned-loyalists, 120 members in the 225-member assembly.
