Chinese and Hong Kong shares settled lower after China published detailed rules aimed at tackling unfair competition and companies' handling of critical data in a move to tighten control of its technology sector. Moreover, Japanese shares declined after reports that Toyota Motor plans to slash its global output by 40 percent next month due to chip shortages.
