Rahul denies violating model code of conduct during rallies

Congress vice president Rahul Gandhi denied that he violated the model code of conduct by blaming the BJP for the communal riots in Uttar Pradesh. The Election Commission had asked Gandhi to explain his remarks made at rallies in Churu (Rajasthan) and Indore (Madhya Pradesh), saying the BJP was responsible for the September violence in Muzaffarnagar.

Rahul Gandhi had also alleged that the Pakistani intelligence was in touch some of the riot victims - a remark that created a furore. The poll panel sent the notice to Gandhi after the BJP lodged a complaint. Gandhi said he was legally entitled to talk about his party's ideology, policies and programmers. The Election Commission had wanted to know why action should not be taken against Gandhi for the above mentioned violations of the model code of conduct.

The model code prescribes that "no party or candidate shall indulge in any activity which may aggravate existing differences or create mutual hatred or cause tension between different castes and communities, religious or linguistic". It also mentions that "criticism of other political parties, based on unverified allegations or distortion shall be avoided" and that "there shall be no appeal to caste or communal feelings for securing votes".
