NHPC and GMR Energy’s Uttarakhand projects rejected by Environment ministry

Based on the findings and recommendations of studies undertaken by the Alternate Hydro Energy Centre at IIT Roorkee, three hydropower projects in Uttarakhand have been refused clearance by the environment ministry’s Forest Advisory Committee (FAC) - the statutory body for forest clearances. This means that the projects would have to be abandoned. The proposals for diversion of forest land are pending before the ministry.

These three hydro electric projects are of GMR Energy’s Alaknanda (Badrinath), NHPC’s Kotlibhel-Stage-IB and Kotlibhel-Stage-II with a total of 1,150 MW power generation capacity and were identified for benefits during 12th five year plan period.

The impact of this three hydropower projects in Uttarakhand in the Alaknanda and Bhagirathi basins up to Devprayag were studied and considered in the recommendations. Also, the Wildlife Institute of India assessed the impact on riverine eco system, land and aquatic biodiversity and the effectiveness of mitigation measures.

NHPC's Kotlibhel IB and Kotlibhel II projects are located in the 'richest in fish diversity' zone along the stretch of the Ganga which is only available undisturbed critical habitat for several threatened fishes, including the mahseer and snow trout. GMR's Alaknanda-Badrinath hydro project is located in the buffer zone of the Nanda Devi Biosphere Reserve. There have been concerns about the development of a large number of hydro projects in the buffer zone of the Nanda Devi Biosphere reserve. Thus, the decision of FAC for two other projects is based on the fact that their overall impact on biodiversity values is 'relatively less'.
