If all goes well, infrastructure major IVRCL will bag the country’s largest-toll road contract to be executed on Goa-Maharashtra border. The 122.9-km road traversing the Maharashtra-Goa border on National Highway 17 has been taken up by the National Highways Authority of India (NHAI) and is estimated to cost Rs 3,000 crore.
For now, IVRCL is the lowest bidder (L1) for the project and the formal declaration of the bid winner is expected to happen shortly. Handing over of the project to IVRCL looks like a mere formality now and the company too should be able to commence works on the project by November-December this year.
Interestingly, the project is very different from a road project that would normally be awarded to an infrastructure company. There are two bridges on the project length. More importantly is the need to build a cable supported bridge similar to the Worli Sea Link in Mumbai over the River Zuari. So more than the capacity to handle an infrastructure project, the company also needs to understand the technology in handling such issues.
It is expected that the bridge itself would take about four years for construction and the road would take three years for completion. But, the traffic density on the road is not favouring the returns that can be expected from the project.
Toll collection is the only mode of revenue on this project. Considering the varying traffic numbers, the IRR would not exceed 17 per cent. Meanwhile, the Jalandhar-Amritsar road project executed by IVRCL, too, has commenced tolling.
